Schools Chancellor Harold O. Levy yesterday said the percentage of students who dropped out of the class of 2001 rose to 20.4%, up from 19.3% in 2000. Levy attributed the increase partly to growing frustration over a new requirement that students pass the Regents tests to graduate. On a more positive note, the number of students meeting state academic benchmarks rose during the period, Levy reported.
