Federal investigators are now questioning whether the Port Authority of New York and New Jersey ever performed fire performance tests on the World Trade Center towers that were required by New York City's building code. Although investigators yesterday said that they did not have a definitive answer as to why the towers collapsed, a lack of testing may be an important development in the theory that the towers collapsed because fires set off by the jet fuel burning set off a complicated chain reaction.
