Recent English proficiency test failures involving Wilfredo Laboy, superintendent of Lawrence, Mass., schools and 17 teachers in the district was a "perfect storm" of educational failure, education scholar John Merrow says. The system should give failing students and teachers the same amount of feedback and help as the superintendent, who has failed the test three times and is getting a fourth chance to pass, Merrow says.
