In the wake of complaints about the difficulty of the Regents exams, New York state Education Commissioner Richard P. Mills announced yesterday that the state would revise the test. Changes will include narrowing the range of required math concepts students must master and deferring implementation of a higher passing grade for two more years. Mills also said he will look at the failure rate of the physics test.
