Disagreements over trade issues remain, and some believe the upcoming meeting of 16 trade ministers in Miami will end disastrously --the same way September's WTO talks in Cancun, Mexico, did -- unless the U.S. and Brazil can reach an agreement on international tariffs. U.S. trade representative Robert Zoellick will meet with Brazil's foreign minister prior to the opening of the talks.
