New laws and NCLB mandates governing how poverty is measured are causing smaller, mostly suburban districts across Connecticut to lose Title 1 funding. Upscale Glastonbury saw its Title 1 funds drop by nearly $200,000 when, according to the latest U.S. Census estimates, the number of low-income and foster children fell nine short of the threshold needed to qualify for federal aid.
