According to a government study released Friday, the percentage of high school students who say they had used an illegal drug in the past month fell from 19.4% in 2001 to 17.3% this year. While the Bush administration credited the decline to aggressive anti-drug programs, some researchers cautioned that the survey's short time period may indicate a cyclic drop rather than a trend of declining drug use.
