Senate Majority Leader Bill Frist has scheduled a vote tomorrow to break a Republican-led filibuster by those who want to block a $318 billion highway bill. Frist calls the legislation "vitally important," but others, including President Bush, say the cost is too high. The House also plans to act this week to extend the current, although expired, highway program by four months, while Sen. John McCain, R-Ariz., thinks a one-year extension is appropriate.
