The proposed overhaul of Baltimore schools management to resolve a cash-flow fiscal crisis is pitting the Democratic-leaning teachers unions and Mayor Martin O'Malley against Republican Gov. Robert L. Ehrlich Jr. Political science professor Matthew Crenson says by portraying teachers critical of the plan as more concerned about themselves than the children's needs, Ehrlich can successfully avoid appearances of union-busting.
