An Institute of Medicine committee recommended the federal government cover the costs of HIV drugs for low-income Americans infected with AIDS, an effort estimated to cost $5.6 billion over the next 10 years. The panel said the investment, which also should include supportive care and replace state-level outlays, would save the country in the long run by reducing future health costs for the group.
