Carl A. Cohn said he would consider a one-year contract to run the public school system in Washington, D.C., if city and congressional leaders would make specific organizational changes to increase the superintendent's powers and strengthen the school system's fiscal accountability. Cohn said making a long-term commitment now was not a "prudent risk," but he did not rule out reconsidering that decision at a later point in time.
