A study of the value provided by prescription-drug discount cards concluded that many of the state assistance programs do not offer as many benefits as do the Medicare drug discount cards. The study also said seniors are hampered by the complexity of the information available and confusion over which card service to use. Mark McClellan, head of the Centers for Medicare and Medicaid Services said, "We're going to keep working on what we're learning here."
