Although Monday's test results indicate 68 schools with 33,000 students now must offer federally-funded tutoring to low-income children, Washington, D.C., may have enough money to tutor only about 3,600 pupils, based on last year's rates. Officials don't know yet how many students will meet income guidelines but say they will get a better feel after the first batch of applications comes in Sept. 6.
