Despite her troubled youth as the child of a drug-addicted Puerto Rican immigrant, Adela Acosta has risen to become the principal of a suburban Maryland school, a player in educational policy circles and an ardent supporter of the Bush administration's school reform policy. In his State of the State speech last year, Gov. Robert L. Ehrlich praised the Hispanic administrator for embodying the principles of NCLB.
