Miami-Dade Superintendent Rudy Crew announced plans yesterday to restructure 39 failing schools by adding 10 days to their school year, increasing the school day by an hour and assigning extra staff. The plan, which mirrors one he implemented in the late 1990s for low-performing New York City schools, must win approval first from the School Board next Wednesday and then by the teachers union.
