In his first 15 months on the job as superintendent of Prince George's County (Md.) schools, Andre J. Hornsby boldly has replaced more than 80 of the system's 197 principals, instituted full-day pre-kindergarten and required all freshmen to take physics and algebra. Some teachers worry that Hornsby's authoritarian approach is hindering the creation of a culture of teamwork.
