In the District of Columbia this school year, more than 1,000 students are using federally funded vouchers to attend 53 private and parochial schools. Mayor Anthony A. Williams says the high application and acceptance rate for the scholarships reflects the demand for quality educational options. However, 290 of the 1,359 students awarded vouchers have opted not to use them, a rate that one Columbia University education professor says shows school choice sounds great in theory but is complicated in practice.
