Frito-Lay is packaging Cheetos and Doritos in one-ounce, Halloween-decorated pouches in hopes of snapping up some of the trick-or-treat market, but the task won't be easy since candy makers account for the lion's share of the market. Mars' Masterfoods USA division is getting creative with its packaging this year, offering glow-in-the-dark wrappers with its bite-size Snickers and M&Ms.
