According to a Yale survey of about 300 Connecticut school leaders, 90% feel NLCB's annual student progress goals are unattainable, while more than two-thirds said the law's sanctions harm, rather than help, schools. In response to a question about whether the law would advance student achievement over time, respondents split almost evenly, with 49% agreeing and 48% disagreeing.
