A Kaiser Family Foundation study released yesterday said every state was planning to work on cost controls, including scaling back benefits and tightening eligibility requirements, in their Medicaid programs next year. In a second Kaiser survey, it was found that during the past year nearly 50% of states tightening eligibly controls for their children's health insurance programs, which could lead to children and low-income families losing coverage, Kaiser says.
