The Wall Street Journal writes U.S. Trade Representative Robert Zoellick is threatening to remove the Dominican Republic as a member of the Central American Free Trade Agreement, which could make it tough to ratify in Congress. Zoellick contends the country is violating its commitments by imposing new taxes on imports of high-fructose corn syrup. Some U.S. sugar producers are wary of CAFTA because it may open the market to outside competition.
