EuropaBio, which represents the continent's biotech companies, accused the EU members of lacking "political coherence" on the issue of allowing imports of GM crops. Ministers of the EU Environment Council failed to muster the necessary majority votes needed to approve Monsanto's GT73 oilseed rape, leaving the final decision to the European Commission. EuropaBio said the EU already has approved an authorization process but cannot manage to then authorize a product.
