U.S. chicken exports to Russia are subject to safety inspections, an increasingly common tool of protectionists. Trade officials say countries who wish to protect domestic agricultural concerns, but who are bound by strict international trade laws established by the World Trade Organization, are sometimes resorting to banning goods by declaring them unsafe or contaminated. The WTO is reluctant to take on the issue, fearing that doing so would minimize real food safety concerns.
