After two tries, about half of Arizona's juniors have passed the math portion of the state assessment, the hardest of three sections that must be mastered to earn a diploma. Although State Superintendent of Public Instruction Tom Horne is confident the remaining students will eventually pass, Gov. Janet Napolitano doesn't support exit exams, and some lawmakers could introduce proposals in the next legislative term to do away with the graduation requirement.
