A survey of 7,000 gas stations around the nation indicates that gasoline prices have declined since December, with the average price for all grades dropping between Dec. 17 and Jan. 7 by more than 3 cents a gallon to $1.82, compared with the previous two weeks. But experts say they don't expect the decline to last -- the planned Iraqi national elections could affect the markets and some crude oil prices already are creeping up.
