Manhattan's A. Philip Randolph Campus High School, once lauded for its strong record of preparing minority children for college, is now seriously overcrowded, due to student "spillover" from other schools being split into smaller campuses. Total enrollment, now nearly 1,900 students, is up 48% from two years ago, and incidents of student violence and misbehavior are on the rise.
