According to the state Department of Education's annual report, low-income students in Hawaii are improving their test scores, although their results lag 10 percentage points to 15 percentage points behind relatively low state averages. This year's academic targets require 44% of students to be proficient in reading and 28% to be proficient in math, well above last year's goals of 30% and 10%, respectively.
