Cruise ships are upgrading their sewage systems so that the wastewater they generate will be cleaner, but some environmental groups say that isn't enough. The Clean Cruise Ship Act, introduced by Sen. Richard Durbin, D-Ill., and Rep. Sam Farr, D-Calif., would increase the minimum distance from U.S. shores cruise ships must be to dump treated or untreated wastewater. The president of the International Council of Cruise Lines said compliance with the bill would cost billions of dollars. A similar bill died in Congress last year.
