Engineers are working on two critical links needed to complete a $1.2 billion Arrowhead tunnels project in Southern California. Groundwater pressures and difficult geography have presented big challenges in constructing the tunnels, which mark the beginning of the 44-mile Inland Feeder project that will bring up to 646 million gallons of water per day from the State Water Project when Northern California supplies are plentiful.
