U.S. Education Secretary Margaret Spellings will grant an extra year to states that fail to have all teachers qualified by the end of this school year if they show they are diligently working toward that end. States will have to have define what "highly qualified" means, report accurate data about teacher quality and take steps to ensure disadvantaged students don't have a higher proportion of unqualified teachers than their peers do.
