Massachusetts Gov. Mitt Romney said the state should convert to a competitive auto insurance market while the co-chairman of the Legislature's Financial Services Committee came out against the change during a hearing on the bill. State Sen. Andrea F. Nuciforo Jr. said he was concerned that the new system could drive up rates for some drivers, but said he supports its efforts to combat fraud, lower costs and rework the way high-risk drivers are divided among insurers. "The system is broken and we need to fix it" said Ernie Csiszar, President and CEO of the Property Casualty Insurers Association of America.
