Two passenger jets nearly collided last summer at Chicago's Midway International Airport, officials said. The Federal Aviation Administration determined an air traffic controller had cleared both planes for takeoff. A different controller then alerted the tower controller that the planes were on a collision course. Ways to prevent runway incursions are among the National Transportation Safety Board's "most wanted" safety improvements.
