While states step up smoking restrictions in public places, few have made efforts to properly fund programs to help Americans quit or help educate children on smoking's health risks, according to the American Lung Association. In a review of smoking regulations and education efforts, the association gave 40 states, the District of Columbia and Puerto Rico, a grade of F for program funding, and said only six states have kept up their commitments to significantly fund prevention and cessation programs.
