To the dismay of Portland, Ore., school officials seeking a replacement for a three-year, $50 million tax that expires in December, 55% of polled voters flatly rejected a new property tax, while only 35% came out in favor of the mayor's income tax initiative. School board co-Chairman Bobbie Regan says the district needs to overhaul its image with residents.
