A new bill signed Wednesday by Georgia Gov. Sonny Perdue will lower class-size limits to 18 students (or 21, with a full-time aide) for kindergarten; 21 students for grades 1 to 3; and 28 students for grades 4 through 8, to help teachers be more effective. Democratic critics contend the move is an "election year charade" that won't significantly improve student performance.
