While FEMA gears up for the June 1 start of the hurricane season, some emergency directors in Gulf and Atlantic coast states aren't convinced the agency has fixed the many problems that plagued last year's response to Hurricane Katrina. According to Mississippi emergency director Robert Latham, FEMA has done little to coordinate with states efforts to stock and distribute food, water, ice and other necessary supplies.
