Former Washington Teachers' Union official Gwendolyn M. Hemphill received an 11-year prison sentence Monday for her key role in an embezzlement scheme that swindled nearly $4,250,000 from the union between 1996 and 2002. Former union head Barbara A. Bullock, convicted three years ago in the same scam, served as the government's star witness in Hemphill's trial.
