The U.S. Department of Education announced Monday it would more than double the amount of aid already given to Louisiana to help develop charter schools -- most of which are in New Orleans. While many view charters as the best way to "jump-start" public education in the storm-ravaged district, others question whether the nontraditional model will actually improve learning and instruction.
