University of California at Berkeley public policy professor David L. Kirp notes that when it comes to IQ, the latest research indicates a child's ability to maximize his or her genetic potential depends much more on family circumstances than previously thought. Kirp says programs that get parents involved with their children early and provide vocabulary boosts, like Early Head Start and universal preschool, give poor children a small, yet critical boost.
