Bipartisan legislation before the Senate creates a fair system for compensating asbestos victims, Senate Judiciary Chairman Arlen Specter, R-Pa., writes in The Hill. The proposal creates a $140 billion no-fault trust fund that would work like workers' compensation with victims submitting claims through an administrative process, Specter writes. "If this legislation is not passed in this session, it is doubtful that the asbestos crisis will ever be solved," he says.
