The plan recently announced by the World Health Organization to boost global production of flu vaccine "lays out a sensible path," but still falls short, The New York Times says in an editorial. The $10 billion plan will take years to complete, and the world is unprepared now for a flu pandemic. U.S. and global efforts to produce vaccine "ought to be intensified," the newspaper says.
