Google is constantly revising its page-rank algorithm to shake off marketers who, Google says, are engaging in click arbitrage, a scheme that extracts pay-per-click fees from Google's AdWords by pushing Web traffic to ad-heavy sites often lacking any content. However, some legitimate marketers claim they are being caught up in Google's attempts to crack down on click arbitrageurs.
