An emergency order by Florida's governor on insurance cancellation has created confusion among consumers and insurers. The order was intended to prevent insurers from dropping homeowners until the 2007 hurricane season ends in November. However, the order did not include details on how insurers should handle policies that have already been dropped. "We are as confused as anybody right now," says William Stander, assistant vice president for the Property Casualty Insurers Association. "I've been on the phone with hundreds of company officials the last few days about this problem and more."
