The debate over illegal immigration will come to a head sometime in the next few days. Sens. John McCain, R-Ariz., and Edward Kennedy, D-Mass., are expected to introduce legislation calling for a comprehensive overhaul of the nation's immigration laws, and the Bush administration is expected to push its own plan to do the same. But some policy watchers think it's a bad idea to tackle laws related to the two tiers of immigrant workers -- highly skilled and low-income -- at the same time.
