Univision reportedly will pay a record $24 million fine to settle a complaint by the FCC that the Spanish-language cable network tried to fulfill its broadcast educational children's television programming quota with telenovelas. The fine, part of a settlement that gives Univision the go-ahead to pursue a buyout deal, is being viewed as a sign to broadcasters that the FCC will be more vigilant about enforcing the kids-TV requirement.
