Wisconsin Gov. Jim Doyle turned down about $600,000 in federal abstinence education funds, because new rules would limit how much teachers could talk about contraception or sexually transmitted diseases. Wisconsin is now one of a handful of states to reject money from the Title V abstinence program, which this year imposed stricter guidance on what is to be taught.
