A financial services company is reluctantly making the move into what's known as Block 37 in Chicago -- a piece of real estate some consider to be jinxed due to the failure of the city and various development teams to build on the site. Numerous mixed-used projects in the past were announced with much fanfare, but all fell through due to a failure to line up tenants and financing.
