Coastal residents will not simply accept that the federal government is fully prepared for the next major hurricane, FEMA Chief R. David Paulison said. "The proof is in the pudding," Paulison said. "I don't expect anyone to believe what I'm saying. They're going to have to see it." He noted that FEMA has lost a third of its staff since Hurricane Katrina and called the mild hurricane season in 2006 "a godsend."
