Activists in Delaware are cautiously optimistic that a bill to ban discrimination based on sexual orientation in housing, public accommodations, insurance and employment will at least receive a full vote in the state Senate, after previous versions have stalled in committee. "We hope the powers of the Senate understand that this is an equal-rights issue, not a special-rights issue, and it's not going away," said Steve Elkins, who runs CAMP Rehoboth, an LGBT community center in Rehoboth Beach.
