Planning and design for the World Trade Center memorial and museum is largely being done in secret, as a former Holocaust Memorial Museum director changes the course of what originally seemed destined to become a "thrill ride for disaster voyeurs," writes architectural critic James S. Russell. Yet at a cost of $510 million, the museum will need to find a meaningful way of justifying its existence, Russell says.
